Greetings and introductory remarks

H.E. Archbishop Marcelo Sánchez Sorondo

Chancellor Emeritus, Pontifical Academy of Social Sciences

Monsignor Marcelo Sánchez Sorondo is an Argentine Catholic bishop and Chancellor Emeritus of the Pontifical Academy of Social Sciences. He was consecrated as Titular Bishop of Forum Novum (Vescovio, Italy) by Pope John Paul II in 2001, and was made a member of the Pontifical Commission for Latin America in 2011 by Pope Benedict XVI. His early work centered around an innovative examination of the primary function of the idea of participation in the core theological approach of St. Thomas Aquinas. Drawing upon recent developments in critical research into the structure of the thought of Aristotle, Sánchez Sorondo examined the different interpretations of this philosopher.

Having issued a long set of various publications in the sciences, Monsignor Sánchez Sorondo earned several honors such as the Légion d’Honneur of France in 2000. He was also decorated as Cavaliere di Gran Croce of the Italian Republic (1999), official of honour of the Légion d’Honneur of France (2000), Grão Mestre da Ordem de Rio Branco of Brazil (2004), Official of Austria (2004) and Knight of Chile (2006). 

He was appointed Chaplain Grand Cross of Merit of the Sacred Military Constantinian Order of Saint George in 2006 by Infante Carlos, Duke of Calabria and Vice-Grand Prior of the Order in 2008.In 2019, the Pontifical Academy of Sciences, governors from the Pan-Amazon region and officials from the United Nations, among others, signed a declaration of commitment to sustainable development in the Amazon. The declaration consists of 14 pledges to “build together effective solutions for sustainable development of Amazonia.” Monsignor Sánchez Sorondo was one of the signatories.

H.E. Riccardo Paternò di Montecupo

Grand Chancellor of the Sovereign Order of Malta

Born in Naples on 5 October 1945, he graduated in Law at the Naples University Federico II. Riccardo Paternò di Montecupo is a widower and father of three.

He has taught International Economics at several Italian universities and as Visiting Professor at the London School of Economics. He held the chair of International Economics at the Faculty of Economics at the University of Naples for 35 years. He has numerous publications to his credit and is the author of several books on international economics.

From 1983 to 1994, he was an economic advisor to several Ministers of the Italian Republic (Industry, Defence). He was also a member of the Technical Scientific Committee for Economic Planning, an economic advisor to Confindustria and numerous Italian and foreign companies. He was a member of the Scientific Committee of the Foreign Trade Institute and is a member of the Italian Society of Economists. He has written numerous editorials for the daily newspaper ‘Il Mattino’ in Naples.

He is president of the Ernst&Young Foundation, whose aim is to give opportunities to young people in disadvantaged situations. He is the promoter of a Unitalsi structure in Naples, ‘Casa Sveva’, to accommodate families of children hospitalised at paediatric centres in Campania. Since 1962, he has served as a UNITALSI volunteer in pilgrimages to the Shrines of Lourdes and Loreto. He founded and chairs the ‘Renato and Laura Paternò’ Foundation, with charitable aims.

He joined the Order of Malta in 1979 and was at the head of the Association of Italian Knights from June 2016 to April 2023. As president of the Italian Association, he was also head of the Military Corps, which has been run for over a century in close cooperation between the Italian Army and the Order of Malta, specialised in military healthcare. He has participated in numerous international pilgrimages to the Sanctuary of Lourdes and national pilgrimages to Assisi and Loreto. He served as Deputy Observer of the Order of Malta’s mission to the Food and Agriculture Organisation of the United Nations (FAO).

He took office as Grand Chancellor on 3 September 2022. The Extraordinary Chapter General of 25-29 January 2023 has reconfirmed him for another six years.

The Grand Chancellor and Minister of Foreign Affairs is the head of the executive branch. He is responsible for the foreign policy and the diplomatic missions of the Sovereign Order of Malta. He is also the Minister of Internal Affairs, in charge of the 49 National Associations of the Order in the world. Under the authority of the Grand Master and the terms of the Constitution and Code, he is responsible for the representation of the Order to third parties, the carrying out of policy and the internal administration, as well as the coordination of the activities of the Government of the Order of Malta

Rev. Mark A. Lewis S.J. 

Extraordinary Professor of Church History and Rector of the Pontifical Gregorian University

Mark Lewis, S.J. earned his doctorate in History at the University of Toronto. He was Director of the Jesuit Historical Institute in Rome from 1998 to 2004. After serving as Provincial of the New Orleans Province he returned to Rome in 2017 to the Pontifical Gregorian University where he currently serves as Rector.

H.E. Prof. Michel Veuthey

Ambassador of the Sovereign Order of Malta to Monitor and Combat Trafficking in Persons

Ambassador Michel Veuthey has devoted his career to promoting international law and humanitarian diplomacy. After earning a Doctorate in Law from the University of Geneva and a diploma from The Hague Academy of International Law, he joined the International Committee of the Red Cross (ICRC) in 1967, serving in senior positions including Delegate General for Europe and North America, Regional Delegate for Southern Africa, and Assistant to the President. He currently serves as Ambassador of the Sovereign Order of Malta to monitor and combat trafficking in persons, a mandate through which he advocates for stronger international cooperation, victim protection, and prevention of exploitation. As President of the Henry Dunant University Centre, he promotes training and awareness-raising on human trafficking and modern slavery.
Ambassador Veuthey also teaches public international law at Webster University, lectures at Université Nice Côte d'Azur, and has contributed to numerous humanitarian and academic initiatives, including serving as Vice President of the San Remo International Institute of Humanitarian Law and former Academic Director of the International Diploma in Humanitarian Assistance (Fordham University). His lifelong engagement demonstrates a deep commitment to human dignity.

Chief Executive Officer, Arise Foundation

Ian has over 20 years’ experience in law enforcement where he was a Branch Commander leading on serious and organised crime enquiries for the UK’s NCS. He subsequently worked as Chief of Staff for the UK’s inaugural Anti-Slavery Commissioner and is recognised as an expert on modern slavery and human trafficking contributing independent reports for courts and tribunals.
Having led large international organisations as CEO in the wealth and asset management sector, Ian now serves as CEO of Arise Foundation, a charity which is dedicated to preventing modern slavery and human trafficking around the world by supporting and empowering frontline projects.

H.E. Dr. Josef D. Blotz

Grand Hospitaller of the Sovereign Order of Malta

Dr. Josef D. Blotz (born 22 November 1956 in Hadamar) is a former Major General of the German Army. In his last position, he was Deputy Commanding General of the Eurocorps in Strasbourg (France). 

Josef Blotz joined the Order of Malta in 1992 as a Knight of Magistral Grace and has been a Member of the Sovereign Council since January 2023. 

On 18 February 2025, he was appointed Grand Hospitaller of the Sovereign Military Order of Malta. 

The Grand Hospitaller’s responsibilities include the offices of Minister of Health and of Social Affairs and Minister for Humanitarian Action and Minister for International Cooperation. He coordinates and supervises the initiatives of the Grand Priories, National Associations and other Order institutions world-wide, all of which are involved in charitable and humanitarian actions, and ensures that Christian principles of care and human dignity are respected.

The Grand Hospitaller is assisted by a Council composed of representatives of all the territorial regions where the Order of Malta operates 

H.E. Stefano Pizzicannella

Special Envoy of Italy on Human Trafficking Issues

Stefano Pizzicannella (born in Rome 6 October 1969) graduated in Political Science, obtained a Master Degree in EU Law and Economics at Rome La Sapienza University in 1998. In 2000, he became a senior civil servant at the Prime Minister’s Office in Italy, having successfully passed the fast track training for young managers of the SNA (the Italian National School of Public Administration). Stefano Pizzicannella is currently “Equal Opportunity Policies Office Coordinator” at the Department for equal opportunities. In the past, he served as responsible for international relations at the Department for Public Administration, at the SNA and at the Committee for the Promotion of Leadership. During his professional life, he has been working at the UK Cabinet Office, at the European Commission, at the European Parliament and studying at the London School of Economics. During his career, he has been able to acquire experience and expertise on major policy areas of public governance and public sector modernization especially in the fields of social affairs, public sector integrity, open and digital government. He has been acting as Italian delegate in several EU Committees, at the UN-CEPA, UNCAC, OGP and at the Council of Europe and in international organizations Boards such as those of IASIA, EIPA and EIGE and successfully managed and implemented administrative capacity building and social policy projects for both Italian and international initiatives. In June 2024, he was appointed Special Envoy of the Italia Government for Human Trafficking Issues, a role that entails technical liaison functions, as well as national and international coordination and representation of Italian institutions in this field.

Ms. Chiara Cardoletti

UNHCR Representative to Italy, the Holy See and San Marino

Chiara Cardoletti has over twenty years of experience within the United Nations, having held key positions in crisis contexts across Africa, Asia, and the Middle East, as well as at UNHCR headquarters in Geneva and Washington.

Since June 2020, she has served as the UNHCR Representative for Italy, the Holy See, and San Marino, where she promotes refugee protection and engages in dialogue with institutions, governments, and civil society.

Throughout her career, she has contributed to shaping UNHCR’s global strategies in Geneva and served as Deputy Regional Representative in Washington, D.C. She has also worked in complex field missions in Sudan, Timor-Leste, Ethiopia, Côte d’Ivoire, Iran, and Afghanistan.

Born in Milan, she holds a master’s degree in international law from the University of Vienna. She is fluent in Italian, English, French, and Spanish, and is the mother of one son.

Prof. Medlir Mema Ph.D.

Founding Director of the AI Ethics and Governance Institute for Existential Risk

Prof. Medlir Mema is the Founding Director of the AI Ethics and Governance Institute for Existential Risk, a global hub for ethical foresight, governance innovation, and existential risk mitigation in AI. A former Head of the AI Governance Programme at the Global Governance Institute, Medlir is also a Senior Fellow at the Organized Intelligence, a civil society advocacy organization committed to building a future where artificial intelligence serves—not replaces—human purpose and human flourishing.

Medlir holds a Ph.D. in Political Science from the George Washington University, and an MA in European Studies and International Economics from Johns Hopkins University—School of Advanced International Studies (SAIS). He is the co-founder and co-host of the Age of AI podcast, where he examines the far-reaching implications of Artificial Intelligence on politics, law, and society. Medlir's work explores how AI technologies are fundamentally reshaping policy development, ethical considerations, and governance structures worldwide. 

Ms. Carlotta Santarossa

Project Coordinator and Senior Focal Point for Counter trafficking, IOM

Carlotta Santarossa works for the International Organization for Migration (IOM) Coordination Office for the Mediterranean in Rome. She is the focal point for IOM’s anti-trafficking activities, Project Manager of the Family Reunification Programme, and serves as Legal Specialist for the Office. She is also currently engaged in the analysis of the potential future implementation of the EU Pact on Migration and Asylum and supports the Italian Ministry of the Interior in the implementation of the National Implementation Plan for Italy, in the framework of a project funded by the European Commission.

With almost 20 years of experience in humanitarian assistance and human rights law, she has worked extensively on migrant protection, including at landing points in Lampedusa, Sicily and Apulia.

She is a qualified lawyer with a degree in Law and a master’s in human Rights and Humanitarian Intervention from the University of Bologna.

Prof. Tomoya Obokata

UN Special Rapporteur on Contemporary Forms of Slavery

Prof. Tomoya Obokata (Japan) was appointed as the Special Rapporteur on contemporary forms of slavery, including its causes and consequences in March 2020. He is a Japanese scholar of international law and human rights, specialising in transnational organised crime, human trafficking and modern slavery. Prof. Obokata currently serves as Professor of International Human Rights Law at York Law School, and previously taught at Keele University, Queen's University Belfast and Dundee University (all in the United Kingdom Great Britain and Northern Ireland). He has extensive experience of working on the issues of transnational crime, human trafficking and modern slavery with relevant stakeholders, including the UK Parliamentary Joint Committee on Human Rights, the Northern Ireland Assembly All Party Group on Human Trafficking, the United Nations Office of Drugs and Crime, the International Organisation for Migration and the European Union. Mr. Obokata also worked as a legal clerk for the United Nations High Commissioner for Refugees in Japan. He has published widely on the topics mentioned.

H.Em. Cardinal Fabio Baggio C.S.

Undersecretary of the Dicastery for Promoting Integral Human Development

Cardinal Fabio Baggio, CS, Undersecretary of the Dicastery for Promoting Integral Human Development, was born in Bassano del Grappa, Italy, on January 15, 1965. In 1976, he entered the Scalabrini-Tirondola Seminary of the Missionaries of St. Charles, making his perpetual profession in 1991. The following year, on July 11, 1992, he was ordained a priest. In 1998, he received a doctorate in Church History from the Pontifical Gregorian University in Rome. From 1995 to 1997, in Santiago, Chile, in addition to his pastoral ministry, he served as advisor to the Episcopal Commission for Migration of Chile (INCAMI). 

Subsequently, until 2002, he served as Director of the Department for Migration of the Metropolitan Archdiocese of Buenos Aires, and in 1999, he also served as National Secretary of the Pontifical Society for the Propagation of the Faith (Pontifical Mission Societies Argentina). On December 14, 2016, he was appointed Under-Secretary of the Dicastery for Promoting Integral Human Development. On April 23, 2022, the Holy Father confirmed him in this position, including responsibility for the Migrants and Refugees Section and Special Projects. 

On October 31, 2024, Pope Francis appointed him Titular Bishop of Urusi, conferring on him the personal title of Archbishop.Created and proclaimed Cardinal by Pope Francis in the Consistory of 7 December 2024 of the Deaconry of St. Philip Neri in Eurosia.

The Rt. Rev. Bishop Dr. Alastair Redfern

Chair of the Clewer Initiative and Global Sustainability Network, Church of England

Rt Revd Dr Alastair Redfern is chair of the Clewer Initiative, the Church of England response to modern slavery. He has been chair of the advisory board of the UK’s Independent Anti Slavery Commissioner, and also of the board of the Policy and Evidence Centre for modern slavery. As vice chair of the Anglican Alliance , and a found of the Global Sustainability Network , he has been involved in pursuing the issues of modern slavery and human trafficking at an international level.

From 2005 to 2018 he served as the Bishop of Derby, and as a member of the House of Lords he was part of the committee which designed the Modern Slavery Act 2015.

He has written a number of books, including The Clewer Initiative , and Slavery and Salvation. 

Ms. Reem Alsalem

UN Special Rapporteur on Violence against Women and Girls, its Causes and Consequences

Ms. Reem Alsalem was appointed United Nations Special Rapporteur on violence against women and girls, its causes and consequences in July 2021 by the UN Human Rights Council for a three-year tenure. She started her tenure on 1 August 2021.

Reem Alsalem is an independent consultant on gender issues, the rights of refugees and migrants, transitional justice and humanitarian response. She has consulted extensively for United Nations departments, agencies and programmes such as UN-Women, OHCHR, UNICEF and IOM, as well as for non-governmental organizations, think tanks and academia. Previously, she worked as an international civil servant, serving with the UNHCR in thirteen countries. During her service, she has planned, implemented, and monitored programs that served to protect persons that were survivors of gender-based violence, particularly women and girls.

She has also been a visiting professional with the Prosecutor’s Office of the ICC from January to March 2009 and a visiting researcher with the Feinstein International Center of Tufts University in December 2008. Visiting Professional, Investigation Unit of the Prosecutor Office, International Criminal Court, the Hague, the Netherlands, January 2009-March 2009.

Reem has a Master’s in International Relations from the American University in Cairo, Egypt (2001) and a Masters in Human Rights Law from the University of Oxford, United Kingdom of Great Britain and Northern Ireland (2003).

Ms. Mama Fatima Singhateh

UN Special Rapporteur on the Sale, Sexual Exploitation and Sexual Abuse of Children

Ms. Mama Fatima Singhateh (The Gambia) was appointed as the UN Special Rapporteur on the sale, sexual exploitation and sexual abuse of children by the UN Human Rights Council in March 2020. She started her mandate on 1 May 2020.

Ms. Singhateh is a trained lawyer with over 20 years of experience, currently working as an international Consultant on human rights and legal and institutional reforms. She holds a master’s degree in international business law from the University of Hull and has undergone numerous trainings in child rights programming, arbitration and mediation, and legislative drafting. She is a member of the Honourable Society of Lincoln’s Inn, in the UK.

Ms. Singhateh has held a number of high-level positions in public service in the Gambia. She is a former Justice Minister and has held positions as prosecutor, legislative draftsperson, High Court Judge and Justice of Appeal. She has drafted laws, organized and conducted many training sessions, delivered presentations at both national and international fora and written articles and reports on many issues relating to protection and promotion of human rights, particularly on the rights of the child. As Minister of Justice, Ms Singhateh personally supervised and oversaw the drafting of the laws that prohibit and criminalize female genital mutilation and child marriage and successfully presented them in Parliament for enactment in 2016.

Between 2002 and 2007, she headed the Child’s Rights Unit within the Ministry of Justice, which was established to enhance the promotion and protection of the rights of children in The Gambia, particularly the girl child. Ms. Singhateh also served as project coordinator within the Ministry for the UNICEF–Government of The Gambia Country Programme of Cooperation. As project coordinator she was also chairperson of the technical advisory committee which under her leadership oversaw the successful drafting and enactment of the Children’s Act, the implementation of the Children’s Act, the establishment of the Children’s Court, and the drafting of the Trafficking in Person Bill (now Act).

Ms. Singhateh has served as a member of the Board of Directors of ECPAT International in Thailand and the Chairperson of the Board of Directors of the Child Protection Alliance in The Gambia. She has also served as a nominated member and legal advisor to the National Women's Council in The Gambia.

Mr. Mark Beavan

Head of Crimes against Children Unit, INTERPOL

Mark is a Detective Chief Superintendent from Devon and Cornwall Police in the UK, a serving Police Officer for over 22 years. His experience includes command of Public Protection Units, Serious and Organised Crime Units and Executive leadership across operational, community. partnership, analytical and investigative functions. He is a specialist advisor for child abuse investigations, especially on-line child sexual exploitation, the management of serious and sexual offenders, missing and exploited children, modern slavery, human trafficking and Organised Immigration Crime.

Mark has a Masters in Strategic Policing and is an accredited UN Police Commander. He is an accredited senior leader with the Chartered Management Institute and the Institute of Leadership and Management, a registered UK College of Policing Coach, a member of the Society of Evidence Based Policing and a #HeforShe champion.

Don Benedetto Barberini

President of CISOM (Corpo Italiano di Soccorso dell’Ordine di Malta)

Il Principe Benedetto Barberini è da sempre attivo nel sostegno ai più bisognosi, agli emarginati e alle persone in situazioni di vulnerabilità. Cavaliere di Gran Croce di Onore e Devozione del Sovrano Militare Ordine di Malta, ricopre attualmente la carica di Presidente del CISOM, dopo esserne stato a lungo Vicepresidente.

Sotto la sua Presidenza, il CISOM ha non solo rafforzato le proprie attività a livello nazionale grazie alla presenza capillare dei volontari su tutto il territorio italiano, ma ha anche avviato una nuova strategia di cooperazione internazionale.

Volontario del CISOM sin dal terremoto dell’Irpinia del 1980 (tessera n. 26), il Principe Barberini ne incarna pienamente i valori di servizio e solidarietà. In passato ha ricoperto gli incarichi di Vice Delegato di Roma e di Cancelliere del Gran Priorato di Roma.

È fondatore e Presidente del Gruppo ABC della Delegazione di Roma, attivo da oltre vent’anni nell’assistenza e nella distribuzione di viveri e beni di prima necessità ai senza fissa dimora della città di Roma.

Ricopre, inoltre, l’incarico di Commissario Tecnico della Federazione Italiana Tiro al Volo (FITAV) – Para-Trap, contribuendo allo sviluppo sportivo degli atleti paralimpici.

Dr. Luca Aragone

Vice-president of CISOM

Luca Aragone is a senior executive with extensive experience in managing complex commercial and logistical operations across the Mediterranean. In parallel to his corporate career, he has built a longstanding and significant commitment within the Sovereign Military Order of Malta.

He currently serves as Vice President of CISOM, where he plays a key leadership role in coordinating national and international humanitarian activities. Over nearly three decades, he has also served as an Officer of the ACISMOM Military Corps, Treasurer of ACISMOM, and member of the Communication Board. His operational work includes earthquake relief in Italy, humanitarian missions in Bosnia and Herzegovina and Kosovo, medical support during major public events, logistical coordination during the COVID-19 pandemic, and sea-rescue operations in Lampedusa and during “Mare Sicuro” missions with the Italian Coast Guard.

He also supports the Grand Priory of Lombardy and Venice in managing logistics for humanitarian shipments to the SMOM Embassy in Ukraine.

He holds a Master’s degree in Law from the University of Genoa and is fluent in Italian, English, and French.

Mr. Rosario Maria Gianluca Valastro

President of the Italian Red Cross

Mr. Valastro was born in 1974 and is a lawyer by profession, specialized in Italian Public Administration. He was admitted to the Catania Register of Lawyers and became a barrister of the Supreme Court. He currently works as a Process Analyst and Public Administration Manager at INPS.

In 1993, he joined the Italian Red Cross Youth, volunteering in social welfare and youth activities. He progressed from local branch Youth President to become the President of the Italian Red Cross Youth. He exhibited keen interest in the international field of the Red Cross Red Crescent Movement and in 2008 was elected to the European Coordination Committee.

Mr. Valastro transitioned from the Italian Red Cross Youth to the Governance of the Italian Red Cross, where he was elected at first National Vice President in 2016 and then National President of the Italian Red Cross in 2023.
Throughout his tenure, he has served on various platforms including the RFL leadership platform of the ICRC and the IFRC Migration leadership platform. He has represented the Italian Red Cross at the highest levels, both nationally and internationally, including at the Statutory Meetings of the Red Cross Red Crescent Movement, at the United Nations General Assembly, at CNEL and at EESC.

Over his career, Mr. Valastro has received numerous awards and recognitions, such as the title of “Cavaliere per i Diritti Umani” and the “Cavaliere dell’Ordine al Merito della Repubblica Italiana”, among others.

The Honorable Pamela Bondi (Keynote Remarks)

Attorney General, United States, Department of Justice

Attorney General Pam Bondi was sworn in as the 87th Attorney General of the United States on February 5th, 2025. She is a fourth-generation Floridian from Tampa, Florida who spent more than 18 years as a prosecutor, trying cases ranging from domestic violence to capital murder. In 2010, she ran for Florida Attorney General, becoming the 37th and first female Attorney General in Florida’s history, serving for two consecutive terms from 2011-2019.
As Florida's Attorney General, Pam Bondi remained unwavering in her commitment to make Florida the safest state to live, work, and raise a family. When Attorney General Bondi took office, Florida was referred to as the pill mill capital of the United States. Of the top 100 oxycodone dispensers in the country, 98 of them were in Florida. In her first legislative session, Attorney General Bondi successfully fought for tough legislation to shut down all 98 of these unscrupulous doctors and clinics. She was then appointed Co-chair of the Substance Abuse Committee for the National Association of Attorneys General and to President Trump’s Opioid and Drug Abuse Commission where she worked alongside other national leaders in areas of prevention, interdiction, and treatment.
In her commitment to combating human trafficking, Attorney General Bondi spearheaded efforts to strengthen Florida's state laws, raise public awareness, and provide enhanced resources for victims. Under her leadership, the Florida Legislature created the Florida Statewide Human Trafficking Council. Attorney General Bondi served as Chair of the Council until the conclusion of her tenure as Florida Attorney General.
In 2019, Attorney General Bondi joined the White House as Special Advisor to President Trump in the Office of White House Counsel, working on the defense legal team throughout the unprecedented Impeachment Proceedings.
Attorney General Bondi also served on the Board of Trustees for the Kennedy Center and as the Chair of the Center for Litigation, Co-Chair of the Center for Law and Justice, and Chair of the Florida Chapter at the America First Policy Institute.

The Honorable Todd Blanche

Deputy Attorney General, United States Department of Justice

The Honorable Todd Blanche is the 40th Deputy Attorney General of the United States, overseeing the work of the 115,000 dedicated employees who fulfill the Department of Justice’s mission at Main Justice, the FBI, DEA, U.S. Marshals, ATF, and 93 U.S. Attorney’s Offices.

Todd began his career at the Department where he served for over fifteen years in a variety of capacities, including as a contractor, a paralegal in the Criminal Division, and at the United States Attorney’s office for the Southern District of New York where he eventually became an AUSA and later a supervisor.

After leaving the Department, Todd worked as a criminal defense attorney that included representing President Donald Trump in three of the criminal cases brought against him in 2023 and 2024.

Following President Trump’s historic return to the White House, the President appointed Todd to work alongside Attorney General Pam Bondi to make America safe again. At the DOJ, Todd is working tirelessly to implement President Trump’s priorities that include confronting illegal immigration, dismantling transnational drug organizations, combating violent crime and protecting American businesses from fraud.

Todd has been married to his wonderful wife Kristine for nearly thirty years, is a father and grandfather. 

Mr. Andrew Bailey

Co-Deputy Director, FBI

Andrew Bailey was appointed co-deputy director of the FBI in September 2025.
Mr. Bailey grew up in Missouri and attended the University of Missouri on an Army ROTC scholarship. Following the terrorist attacks of September 11, 2001, he volunteered for a combat arms branch of service then volunteered to deploy to Iraq, where he served as an armored cavalry scout platoon leader from 2005 to 2006. Upon his return to the United States, his unit moved, refit, and trained for a subsequent fifteen-month deployment to Iraq from 2007 to 2009.

After returning home, Mr. Bailey transitioned out of the Army and was employed as an armed guard at a courthouse in the city of St. Louis before returning to the University of Missouri School of Law on the Post-9/11 G.I. Bill.

Mr. Bailey began his legal career as a special prosecutor in the Missouri Attorney General's Office and then as an assistant prosecuting attorney in Warren County, Missouri. He then joined the Missouri Department of Corrections as general counsel and later served Missouri Governor Mike Parson as his general counsel. Governor Parson then appointed him as Missouri's 44th attorney general, where he served for two years prior to winning election to a full term.

The Honorable Lynn Fitch

Mississippi Attorney General

Lynn Fitch was sworn in as Mississippi’s 40th Attorney General and first ever woman Attorney General on January 9, 2020. She was elected to her second term in 2023.

Raised in Holly Springs, Mississippi, Attorney General Fitch earned both a Bachelor of Business Administration and a Juris Doctorate at the University of Mississippi. At the age of 23, she began her legal career as a Special Assistant Attorney General at the Mississippi Attorney General’s Office. Before becoming the State’s chief legal officer, Attorney General Fitch served as Mississippi’s elected State Treasurer for eight years, from January 2012 to January 2020.

In 2022, Attorney General Lynn Fitch was named to TIME’s list of the 100 most influential people in the world, and she was recognized as one of Mississippi’s top 50 most influential in 2017, 2022, 2023, and 2025. Lynn Fitch has also been honored with the prestigious Susie Blue Buchanan award by the Mississippi Bar Association’s Women in the Profession Committee and as one of Worth Magazine's Worthy 100 for her work protecting women and children.

Attorney General Fitch has also been active in her community, serving as a member of the boards of several charitable organizations including First Responders of Mississippi, the Juvenile Diabetes Research Foundation, Goodwill Industries, and the American Red Cross.

H.E. Frances Fitzgerald

Former Minister and Deputy Prime Minister of Ireland

Frances Fitzgerald is a globally recognised leader and advocate for equality from Ireland. With over 20 years of parliamentary experience, she has held some of the country’s highest offices, including Tánaiste (Deputy Prime Minister), Minister for Business, Enterprise & Innovation, Minister for Justice & Equality, and Ireland’s first-ever Minister for Children & Youth Affairs. From 2019 to 2024, Frances served as a Member of the European Parliament, where she was an influential voice on the Economic and Monetary Affairs Committee, the Women’s Rights and Gender Equality Committee, and the Development Committee. As MEP for Dublin, she co-led the groundbreaking EU Directive on Violence Against Women. Her leadership in this space led to her appointment to the G7’s Gender Equality Advisory Committee. In March 2021, Frances was elected Vice Chair of the EPP Group, and in July 2019, she became the EPP Coordinator of the FEMM Committee. In 2024, she further extended her advocacy work by becoming the first-ever ambassador for Ruhama, an international organisation that supports women affected by prostitution and sex trafficking.

Sir Stephen Kavanagh QPM

Former UK Chief Constable and Operations Director, Interpol

Sir Stephen Kavanagh is a distinguished global law-enforcement leader with more than three decades’ experience directing complex national and international policing operations. He served as Executive Director of Police Services (EDPS) at INTERPOL from 2020 to 2024, the Organisation’s most senior operational policing role, where he led international responses to human trafficking, crimes against children, cybercrime, organised crime, terrorism, and financial crime across 197 member countries.

At INTERPOL, Sir Stephen oversaw the transformation of global police services through advanced data analytics and machine-learning capabilities, combining 19 major INTERPOL databases for the first time to strengthen global threat identification. He directed major multinational operations—including against human trafficking, cyber-enabled fraud, drug trafficking, and terrorism—and launched the INTERPOL Financial Crime and Anti-Corruption Centre. Under his leadership, INTERPOL expanded partnerships to combat child sexual exploitation, strengthened victim-identification capabilities and delivered new global task forces and capacity-building programmes.

Before joining INTERPOL, Sir Stephen was Chief Constable of Essex Police, leading one of the UK’s largest forces through a major modernisation programme and pioneering digital transformation with the first implementation of the multi-force Athena records-management system.

He previously held several senior commands within the Metropolitan Police Service, including Commander of Counter-Terrorism (SO15), Deputy Assistant Commissioner for Specialist Operations, and the national lead for ‘Protect and Prepare’ counter-terrorism strategy. His leadership spanned responsibility for major counter-terrorism investigations, the security of the Royal Family and visiting Heads of State, and policing support to the 2012 London Olympic and Paralympic Games.

A former Senior Responsible Owner for the UK’s Digital Policing Portfolio, he has long championed ethical, data-led innovation in public safety. Sir Stephen has held senior governance roles across global child-protection organisations, including Chair of the Board of Childlight and Secretary General of the International Centre for Missing & Exploited Children (ICMEC).

He is a Knight Commander of the Order of St Michael and St George (KCMG), awarded for services to international policing, and holds the Queen’s Police Medal (QPM). He has an MPhil in Criminology from the University of Cambridge and an Honorary Doctorate of Law from Anglia Ruskin University.

Father Leonir Chiarello

Superior General of the Scalabrinian Missionaries

Fr. Leonir Mario Chiarello, C.S., is the Superior General of the Congregation of the Missionaries of Saint Charles, Scalabrinians, an international religious congregation serving migrants, refugees, seafarers and fishers in 35 countries on five continents. Fr. Leonir is also member of the Dicastery for Institutes of Consecrated Life and the Societies of Apostolic Life.

Prior to this role, Fr. Leonir served as Executive Director of the Scalabrini International Migration Network (SIMN), an organization based in New York that supports Scalabrinian entities that serve and advocate for the dignity and rights of migrants, refugees, internally displaced people, seafarers and fishers worldwide, and its permanent representative to the United Nations and other International Organizations.

Prior to directing SIMN, Fr. Leonir held different leadership positions in Latin America. From October 1996 to August 1997, he worked with migrant communities in Bahia Blanca, Argentina. From September 1997 to June 2006, he worked in Chile as Counselor (1998-2001) and Executive Vice-President (2001- 2006) of the Episcopal Commission for Migrations of Chile (INCAMI) and Counselor of the Human Mobility Section of the Latin American and Caribbean Episcopal Council – CELAM (2003-2006). Fr. Leonir was the founder and director of the Center for Integral Attention of Migrants (CIAMI) of Santiago (2000-2006) and founder and first president of the Scalabrini Foundation and the Scalabrini NGO of Chile (2003-2006).

For his commitment to at-risk Peruvian migrants in Chile, Fr. Chiarello received a Commendation Order of Merit for Distinguished Services from the President of Peru, Alan García Pérez, on July 12, 2007.

Ms. Tatiana Kotlyarenko

Expert on Violence against Women and Girls and Human Trafficking, Member of the IF20 Human Trafficking Working Group, Former Adviser on Anti-Trafficking Issues at OSCE Office for Democratic Institutions and Human Rights

Tatiana Kotlyarenko is an international expert and speaker on violence against women and girls and human trafficking. She currently serves as a member of the G20 IF20 Human Trafficking Working Group. She was the Advisor on Anti-Trafficking Issues at OSCE Office for Democratic Institutions and Human Rights from 2016-2023. She worked on the 2nd edition of the National Referral Mechanisms - Joining Efforts to Protect the Rights of Trafficked Persons: A Practical Handbook and Addressing Emerging Human Trafficking Trends and Consequences of the COVID-19 Pandemic, as well as providing technical support and capacity building to combat trafficking in human beings to OSCE participating states. In response to the ongoing armed conflict in Ukraine, which especially impacts women and children, Tatiana conducted rapid assessment missions and provided recommendations to countries on how to prevent and address trafficking of Ukrainian women and children. In addition, Tatiana works on issues related to sexual violence in conflict. She has been the recipient of the Last Girl Awards in 2022 and is a member of BMW Responsible Leaders.

Ms. Geneviève Colas

Human Trafficking Department, Secours Catholique (Caritas France), Member of the French Commission nationale consultative des droits de l'homme (CNCDH)

Geneviève Colas, a representative of Secours Catholique-Caritas France has created and still coordinates the collective ‘Together Against Human Trafficking’ (www.contrelatraite.org) – a group of 28 French associations with a strong network of international partner organisations. This collective works to raise public awareness, carries out prevention and advocacy activities, supports and empowers victims, and promotes networking.
With her experience in Europe (in the European Union, the Balkans and the Caucasus) and Central Asia (Kyrgyzstan, etc.), Geneviève Colas is now establishing partnerships on all continents and conducting advocacy at national, European and global levels. She is a member of the European Civil Society Platform Against Trafficking in Human Beings and participates in the management of the global Coatnet network created by Caritas Internationalis, which brings together associations from around the world.
In 2014, Geneviève Colas led the production of the publication ‘The New Faces of Slavery’ and, in 2016-2017, she coordinated the creation of two brochures and films, #Invisibles and #Devenir, on the trafficking of minors in France. During this period, she also led action research on human trafficking in conflict and post-conflict situations in the Euro-Mediterranean region in 2016. She also coordinated another action research project: ‘Invisible children, an unpunished crime: taking action against human trafficking’.
In 2024, on the occasion of the Paris 2024 Olympic Games, she was the coordinator of the campaign ‘Awareness-raising on the sidelines of major sporting events’. Then, on the occasion of the European Day Against Human Trafficking 2025, an online training module entitled ‘Recognising, guiding and supporting victims of human trafficking’ was published.
This module was developed in collaboration with ‘Portraits parlants’ (Talking Portraits), which brought together eight victims or survivors of human trafficking in 2025. Their creations, some of which illustrate this document, are compiled in a brochure presenting their work. In addition, in an additional podcast, these individuals explain, in their own words, the process they were involved in through this project.

Sr. Patricia Ebegbulem

SSL, Founder of the Bakhita House, Lagos, Nigeria, Co-Laureate of the 2023 Sisters Anti-Trafficking Awards (SATA)

Sr. Patricia Ebegbulem, SSL is a Sister of St. Louis and a leading Nigerian advocate in the global fight against human trafficking. She holds a Bachelor of Arts from the University of Ibadan, Nigeria; a Postgraduate Diploma in Religious Studies from Milton Park, Dublin, Ireland; and a Master’s Degree in School Administration from Boston College, Massachusetts, USA.
Sr. Patricia has served in diverse leadership and educational roles. She worked as a High School Teacher (1970–1980), High School Principal (1980–1995), and later as Provincial Superior of the Sisters of St. Louis, Nigeria (1995–2003).

She also served as National President of the Nigeria Conference of Women Religious (1996–2002), during which she and her Executive founded the Committee for the Support of the Dignity of Women (COSUDOW)—a pioneering network in Nigeria’s anti-trafficking movement.

She further served as Coordinator of the African Network Against Human Trafficking (ANAHT), and for ten years was a member of the Board of Trustees and African Coordinator of TALITHA KUM, the International Network of Consecrated Life Against Trafficking in Persons. She is also a member of the Board of Trustees of NACTAL (Network of CSOs Against Child Trafficking, Abuse and Labour) and has served on various ecclesial commissions, including the Episcopal Commission for Missioning, Dialogue & Collaboration (2002–2005).

Sr. Patricia has received numerous recognitions for her service, including the National Youth Service Honours Award (1973); the Chieftaincy Title of Otun Iya Ewe of Ikere-Ekiti (1992); the St. Louis Old Students’ Association Merit Award of Excellence (2003); and the Papal Award of Pro Ecclesia et Pontifice (2012). In 2013, she was honoured as Ambassador of Mary by the Catholic Women Organization of the Diocese of Ondo.

A prolific advocate and presenter at national and international conferences, Sr. Patricia authored the influential school-based prevention resource, Stop Trafficking in Women & Children: It is a Crime Against Humanity, accompanied by a Teacher’s Manual.

In 2013, with the support of her Congregation, she founded BAKHITA: St. Louis Empowerment Network, a ministry dedicated to the eradication of human trafficking.
In Rome, on 21 September 2019, she received a Special Recognition Award during the 10th Anniversary of Talitha Kum from the International Union of Superiors General (UISG), acknowledging her pioneering contributions to anti-trafficking efforts in Nigeria and across Sub-Saharan Africa.
In 2023, in London, she received the prestigious International Human Dignity Lifetime Achievement Award from the Sisters Anti-Trafficking Awards (SATAs).

She currently resides at Bakhita Villa, Lagos, Nigeria, where she lives in community with and provides support to survivors of human trafficking.

Dr. Maria Mercedes Rossi, MD.

Main Representative of Associazione Comunità Papa Giovanni XXIII (APG23) at the United Nations

Dr. Maria Mercedes Rossi is the main representative of the Associazione Comunità Papa Gio vanni XXIII (APG23) at the UN in Geneva since 2009. She holds a degree in Medicine (MD) and a Speciality in Infectious Diseases, a Diploma in Tropical Medicine and Hygiene and a Master in Public Health (MPH). She worked as a medical doctor in Zambia for 20 years. At the UN, Dr. Rossi advocates, inter alia, also on the issues of Trafficking in Persons and Migration.

The Associazione Comunità Papa Giovanni XXIII (APG23) is an International Catholic Association of Pontifical Right accredited with Special Consultative Status to ECOSOC. It is present in 43 countries on the five continents. Its members share life directly with the poor and disadvantaged and are committed to removing the root causes of poverty and exclusion and to being the voice of the voiceless through nonviolent actions and means. The Association runs many welcoming structures all over the world. The Association has also a nonviolent presence in both fronts in war zones to guarantee the respect of human rights and assist populations displaced by the war, and carries out activities aimed at combating the trafficking of human beings and assisting its victims.

Mr. Rafał Szepietowski

Director for International Cooperation, Polish Association of the Order of Malta

Rafał Szepietowski is a humanitarian volunteer and crisis-response coordinator with over a decade of service within the Sovereign Order of Malta. He serves as Director for International Cooperation at Maltese Aid – Maltese Medical Service Poland, the Polish Order of Malta Relief Organization, and as an Associate Member of the Order of Malta Relief Organizations’ CEE Steering Committee. In these roles, he leads cross-border initiatives and strengthens regional cooperation frameworks in support of preparedness and international humanitarian activities.

He is a senior risk-management professional with experience across major global banks, specializing in stress-testing, governance, and the development of enterprise risk-management frameworks. He holds a PhD in Cosmology from the University of Portsmouth and an MPhys in Astrophysics from the University of Edinburgh.

Mr. Kevin Hyland OBE

LLM, Chief Executive Officer, Praeveni Global, Chair Arise Foundation

Mr. Hyland is the CEO of Praeveni Global and Advisor to the Santa Marta Group. He has had a distinguished 30-year career in policing, including leading London’s Human Trafficking Unit. In 2014, He became the UK’s first Independent Anti-Slavery Commissioner, a position he held until 2018. Throughout his career, he led numerous human trafficking investigations, achieving high conviction rates. He also authored Sustainable Development Goal 8.7, which aims to eradicate human trafficking globally, receiving support from the Holy Father.

In 2018, Kevin was elected as Ireland’s Council of Europe Representative to an Independent Group of Experts on Trafficking. He played a key role in forming the Santa Marta Group, which unites law enforcement and civil society in the fight against trafficking. Additionally, he helped establish London’s Bakhita House for survivors of trafficking.

He is also active on the boards of three charities that support vulnerable populations. His contributions have earned him multiple accolades, including the Holy See's UN 'Path to Peace Award' in 2018 and the OBE from Her Majesty Queen Elizabeth II in 2015.

Sr. Abby Avelino, MM

Sister Abby Avelino, MM, is the International Coordinator of Talitha Kum, the global Catholic Sisters–led network active in more than 100 countries with over 6,000 members dedicated to ending human trafficking and all forms of modern slavery.

Originally from the Philippines and a member of the Maryknoll Sisters of Saint Dominic, Sr. Abby began her mission in Japan, where she accompanied migrant women and encountered the hidden realities of exploitation and trafficking. These experiences inspired her lifelong commitment to justice, dignity, and systemic change.

Her leadership within Talitha Kum has spanned roles as National Coordinator in Japan, Regional Coordinator for Asia, and now Talitha Kum International Coordinator based in Rome under the International Union of Superiors General (UISG).
